Conservation of fuel and power in new Buildings other than dwellings
 
The new document now establishes a single compliance route based on Target Carbon Dioxide emission rates. The new regulations require the submission of a checklist that demonstrates that compliance has been met against 5 defined criteria.
 
1. The Building Emission Rate (BER) is not greater than the Target Emissions Rate (TER).
 
2. The Performance of the building fabric and the heating, hot water and fixed lighting systems should be no worse than design limits.

 
3.
Those parts of the building that are not provided with comfort cooling systems have appropriate passive control measures to limit solar gains.
 
4. The performance of the building, as built, is consistent with the BER.
 
5. The necessary provisions for energy efficient operation of the building are put in place
 
The Carbon emissions calculation methodology required when generating the BER, TER and the compliance checklist is defined in Simplified Building Energy Model (SBEM). Local authorities are authorised to accept calculations from persons registered with BRE Certification Ltd or other persons deemed by Building Control Bodies as suitably competent. BRE Ltd have produced, on behalf of the ODPM, a freeware software package with a basic interface called iSBEM  which is obtainable from the National Calculation Methodology web site.

Commercial software companies such as BuildDesk may provide their own interfaces with SBEM. BuildDesk has taken this opportunity to launch an approved and more user-friendly interface for SBEM
called Carbon Checker, read more. There is also an option to develop more complex detailed simulation model calculation tools (DSMs). The current list of Government approved software for Part L2A of the Building Regulations is available at the National Calculation Methodology web site.
