ranging from the simple calculation of heat loss through their own regulations & requirements, set minimum energy performance standards for dwellings are similar for each administration. With the implementation of the EPBD in 2006, further harmonisation of these standards can be expected for all building categories. All buildings are required to conform to specific standards for the overall performance of the

building. Currently there are a variety of ways of demonstrating compliance, each building element (elemental method), to more sophisticated methods that provide greater flexibility for designers. The thermal regulation requirements for each country are based on legislative documents, which will be updated to meet future regulation changes.

The EU Energy Performance of Buildings Directive The buildings sector accounts for more than 40% of Europe's total energy consumption. By placing focus on the un-exploited potential in energy savings in this sector and by using currently available methods and technology, significant reductions in energy consumption and CO2-emissions are possible.
Therefore, the European Union is implementing a new directive for the improvement of energy efficiency in buildings: The Energy Performance of Buildings Directive.

|
Why Focus on Energy?
Three factors provide strong reasons to economise the use of energy in the EU: - Security of energy supply in the future
- Lack of energy resources in the future
- Rising greenhouse gas emissions - The Kyoto Protocol
