Reasons to economise the use of energy in the EU
Three factors provide strong reasons to reduce the use of energy in the EU:
- Security of Energy Supply
Today, our import dependence on external energy sources is 50%. According to current forecasts, if measures are not taken, import dependence will reach 70% in 2030, and enlargement of the EU will increase focus on this situation.
- Lack of Energy Resources
The EU has only a very limited scope to influence energy supply conditions. Consequently, it is and will be essential for the EU to intervene on energy demand mainly by promoting energy savings in buildings and in the transport sector.
- The Kyoto Protocol
Rising greenhouse gas emissions in the EU makes it difficult to meet the commitments made by the EU under the Kyoto Protocol.

The Kyoto Protocol is an international agreement to address climate change by reducing greenhouse gas emissions caused primarily by burning oil, gas and coal. The Protocol encourages countries around the world to move to more environmentally responsible ways of producing and using energy, in order to meet their targets for emission reductions.

UK building regulations
Building regulations
The British Isles & the Republic of Ireland are subdivided into different political administrations each having their own Building Regulation Documents. Whilst each country is responsible for issuing ranging from the simple calculation of heat loss through their own regulations & requirements, set minimum energy performance standards for dwellings are similar for each administration.
All buildings are required to conform to specific standards for the overall performance of the building. Currently there are a variety of ways of demonstrating compliance, each building element (elemental method), to more sophisticated methods that provide greater flexibility for designers.
The thermal regulation requirements for each country are based on legislative documents, which will be updated to meet future regulation changes.
